Maine Secretary of State Mathew Dunlap on Wednesday, March 5 certifed more than 63,500 petition signatures, more than enough to qualify a ballot measure for the fall election that will likely ask voters if they favor prohibiting hunting black bears over bait, with hounds or using traps.
